Introduction

The Construction Design and Management Regulations 2015 (CDM 2015) provide the main legal requirements for managing the health, safety and welfare of construction projects throughout Great Britain (including it’s territorial sea and the ‘renewable energy zone’). CDM 2015 came into force on the 6th April 2015 and is the Health and Safety Executive’s third attempt to meet the requirements set out in European Communities Council Directive 92/57/EEC. CDM 2015 applies to all building and construction work including new build, renovation, refurbishment, extensions, conversions, demolition, dismantling, repair and maintenance and will almost certainly have an impact on any person or organisation who is involved to any extent in any such construction project. CDM 2007 Regulations will be revoked when CDM 2015 comes into force.

Who is this course intended for

This course is intended for any person who is involved in construction projects that attract legal duties and responsibilities under CDM 2015. Duty holders will attract their responsibilities through their functional involvement or appointment. This will include clients who require the work to be carried out, designers who provide drawings, specifications and calculations, and contractors who carry out or who manage construction work. CDM 2015 also requires the appointment of a Principal Contractor and a Principal Designer on projects involving more than one contractor. This course will provide delegates with the necessary foundation knowledge and general understanding of the Regulations to discharge their relevant responsibilities on most projects. For larger or more complex projects additional courses are available for organisations who will regularly undertake the role of either appointed Principal Designer or Principal Contractor.

Key Learning Outcomes On completion of the course delegates should:

  • Appreciate the imposition of a management structure required by CDM 2015 on a construction project;
  • Identify how the Regulations apply to any particular construction project and to what extent the various requirements apply;
  • Identify the various duty holders involved in any relevant construction project through their functions;
  • Know the general legal requirements imposed on the various duty holders;
  • Recognise appropriate management tools available to duty holders to assist in discharging their responsibilities; and
  • Be capable of sourcing and applying the various supplementary official and industry advice, guidance and reference material available to the individual duty holders.

CDM 2015 Regulations Course Content

  • The legal framework for health, safety and welfare as applied to GB.
  • The need for a set of health, safety and welfare regulations dedicated to the construction industry.
  • A Brief account and rationale of the development of the regulations from their origins found in the European Directive from 1992, through two previous sets of Regulations (1994 & 2007) and arriving at CDM 2015 (remember the Directive has not changed!).
  • The imposition and management structure to be applied to relevant projects.
  • Definitions including project, construction work, structure and notification.
  • Duties of a client, principal designer, designer, principal contractor and contractor.
  • The requirements and responsibilities for the pre construction information.
  • The content and development of the construction phase plan as a management tool.
  • The content, purpose and construction of the health and safety file for future use.
  • The course will include short syndicate exercises and require delegate participation.

There will be a short examination on completion of the course. The exam questions are directly linked back to the key learning outcomes and if successfully completed will demonstrate a level of understanding of CDM 2015 commensurate with industry accepted competency.
